摘　　要： 当前我国政府效能存在的主要问题，一是政府管理职能界面仍然过宽，管了许多不该管也管不好的事务，二是职责不到位，应由政府履行的职责没有很好地承担起来，三是职责不清，导致推诿扯皮、效率低下和不作为、乱作为，四是我国行政审批制度不完善。在此基础上，提出了如何提高政府效能的若干途径。 There existed many problems in our country government effectiveness： One is the function of the government management was still over---wide, and managed lots of things that should not be done and could not be done well, another is that the responsibility didn＇ t keep demand, which should be done by the government, but not be taken well, three is that the responsibility was un-clear, which caused to shift the responsibility onto others, the low efficiency , the non -action and the chaotic action, the last is that our country administrative approval system was imperfect.
