摘　　要： 霸王现象的存在和发展既有历史的原因也有现实的基础。作为社会公共利益的代表者和守护者,政府在消解霸王现象中负有多方面的公共责任。它通过公共责任的有效承担,可以为消费者权益的实现与发展提供保障,进而体现社会的公正与公平。 The existence and development of high-handedness has both historical causes and practical basis. As the representative and protector of public interests, the government shoulders multiple pubJic responsibilities in clearing up high-handedness. The government may guarantee the interests of the consumers, and thus displaying social justice and fairness.
