摘　　要： 在我国社会救助的主体结构中,政府固然是第一责任主体,但受政府财力所限,政府救助存在许多盲点,有相当一部分社会成员游离在政府救助的保障网之外。从我国人口众多、经济尚不发达的国情出发,帮助社会困难群体的职能不能只由政府单独承担,应发挥各方面的力量,使社会救助逐渐形成由政府包揽过渡到政府和非政府力量共同参与的社会机制。 In the main structure on social assistance system of our country,government is first responsibility main part no doubt ,but by government,financial resources limits to,government social assistance existent a lot of blind spots, has considerable a part of social member to dissociate besides the guarantee net that government social assistance. From the population of our country, the numerous, economic yet not developed function that helps social difficult group in national conditions can not be undertaken only alone by government, develop the strength of each aspect ,make social assistance to form gradually to undertake transition to government by government and Non-governmental the common society that participates in mechanism.
