摘　　要： 城市发展的绩效直接影响到区域经济的地位和可持续发展,而这又取决于城市竞争优势的充分发挥和正确的发展战略。城市的优势竞争力决定城市的功能定位,而功能定位又决定城市的基本战略选择。但无论城市选取何种发展战略,其发展绩效都取决于知识的创新、传播和应用,以及建立在此基础上的科技竞争力的强弱。因此,构建学习型城市,用学习提升城市竞争力的构成要素,将是提高城市竞争力,进而促进区域经济可持续发展的构建所在。 City development effect directly affects the status and persist development of regional economy, but this is decided by that city can fully exert competition advantage and actualize right development strategy. The competition advantage of city decides the function orientation of city, and the function orientation of city decides the choice of development stratagem. No matter what development strategy is adopted, the development effect of city is all decided by innovation, spreading and applying of knowledge and the competition power of science and technology. So that constructing learning city and using learning to promote the element of competition power will be the key of elevating the competition power of city and accelerating persist development of regional economy.
