摘　　要： 改革开放以来,我国在利用外资方面取得了较大成效,但也存在不少问题,一定程度上影响了经济增长的质量。"拉美化"现象给我们警示:必须在外资规模、结构和使用方向等方面建立规范、健全、有效的引资机制。 Since the implementing of reform and opening-up policy, China, in utilizing the foreign investment, has made a great achievement. And a lot of questions emerge, which deteriorate the quality of the economic growth. The phenomena of Latin-Americanization give us a lesson that we should establish the system of utilizing the foreign investment in the dimension of scale, construction and direction of use.
