摘　　要： "洋垃圾"对一国经济与生态环境的影响具有很强的两面性,本文着重从国家整体利益的角度,探讨"洋垃圾"贸易对各参与国的影响效应。通过本文的分析,可得出,当两国的再生行业生产率差距、人工成本及国际贸易成本满足一定条件时,进行再生原材料贸易可以同时提升两国的整体利益;反之,会降低参与国的环境或经济利益。因此,我国应充分发挥在人工成本等方面的优势,不断提高再生产处理技术,建立健全的环境政策,从而促进再生行业的合理发展。 Foreign waste has strong two-faced effect on one country＇s economy and environment. The paper investigates the impact of foreign waste trade on the participating countries from the aspect of the country＇s whole benefit. After the analysis, we conclude when two countries＇ reproduction productivity, labor cost and international trade cost meet the certain conditions, the trade of recycle materials between two countries can improve each country＇s whole benefit simultaneously. Contrarily, it will reduce the participants＇ environmental or economic benefits. Thereby, we should make full use of the advantage on labor cost, improve reproduction technology, set up sound environmental policy, so as to promote reproduction industry＇s reasonable development.
