摘　　要： 香港在市区重建中,坚持"以人为本"和"社会效益优先"两大理念,以改善和提高市区居民的生活素质为出发点,兼顾各方利益。在机构设置、组织架构、法律法规、土地收回、拆迁安置补偿、公众参与制定了一系列政策制度,以及对居民的金融贷款协助、专业服务支持、资金资助等细致的措施,促进市区重建工作开展。香港的一些市区重建政策对广州的旧城更新具有借鉴作用与启示。 In urban renewal, the Hong Kong government upholds the concepts of ＂people-oriented＂ and ＂social priority＂, improves the quality of life for urban residents as a starting point and takes into account the interests of all parties. For the institutions, organizations, laws and regulations, land acquisition, removal and resettlement compensation and public participation, Hong Kong formulates a series of policies and regulations. It also introduces detailed measures, such as loan assistance for residents, professional support services, and financial assistance, to promote urban renewal work. Some of the Hong Kong urban renewal policies reference to old city renewal of Guangzhou and provide inspirations to us.
