摘　　要： 构建一种符合时代精神和特质的地区新秩序是东北亚国家的当务之急。冷战遗留的僵化结构已失去解决东北亚复杂问题的实际效力;非传统安全问题日益突出,客观上要求构建一种新的地区安全框架;中日韩为主体的东北亚地区经济合作的制度化与功能性亟待加强。构建东北亚地区新秩序须有一个综合方案:一是加强经济领域的合作与互动,推动地区经济一体化进程;二是增进安全领域的对话与协调,促成地区信任与合作机制;三是加强文化领域的沟通与交流,促进"共有理念"的认同。在这一渐行渐进的过程中,必须遵循五项基本原则,即平等互利、互信协商、互相尊重和共同发展、循序渐进、开放性。 The urgency of the Northeast Asia is to build a new region order according to time spirit and character. Rigidified situation after the Cold War loses the real effect on settling the complex issues of the Northeast Asia, and it requires building a new region security frame that the unconventional security problem is increasingly severe, and the economic cooperation of Northeast Asia should be strengthened urgently. There is an integrated plan to build the new order for Northeast Asia： firstly, strengthen the cooperation, mutual-action on economic and the region combination course; secondly, reinforce the intercommunion, harmony and trust on region security; thirdly, enhance communication, intercourse and the common cognition on culture. The above gradual course must follow such principles as equality, mutual benefits, trust, negotiation, respect each other and development, gradualness and opening together.
