摘　　要： 政府行政管理科学化、高效化的核心在于良好的行政环境,特别是有良好的非正规制度氛围,而非正规制度的核心在于政府再造的效应。本文以贵州少数民族地区行政环境中的非正规制度因素为分析起点,意在构建符合要求的非正规制度设计,最终为全省经济社会的全面发展提供一种可行的选择模式。 The core of scientifical and efficient government management is the good administrative environment, especial good irregular system environment whose core is the efficiency of the rebuilding of government. In the text, the writer analyses the irregular system factors of administrative environment in minority Areas of Guizhou province in order to build a perfect design of irregular system and supply a feasible model for the development of the economy and society in Guizhou province.
