摘　　要： 由于政策制定者与政策执行者的相对分开,使得政策制定权与政策执行权产生分离,导致政策执行过程中形成委托代理关系并产生委托代理问题,从而导致政策执行失败。其根本原因在于政策制定者与执行者之间存在着信息的不对称、利益的不一致和权责的不对等。通过对政策执行者的监督、激励与对其败德行为的惩罚,可以有效地治理政策执行中的委托代理问题从而防止政策执行失败。 As the policy implementers separate from the policy - making actor, the principal - agent problem comes into the policy implementation process, which would due to the policy implementation failure. The main reasons include that the asymmetry of information; the different interests and the asymmetry of responsibility and power between the policy - making actors and the policy implementers. Try to monitor and stimulate the policy implementers and punish them in time, will bring the principal - agent problem under control and decrease the moral hazard, which will be help to success in the policy implementation.
