摘　　要： “十一五”规划的节约发展、清洁发展和安全发展是一个完整的目标系统,须按科学发展观全面、协调和可持续发展原则综合优化。因此,在调整经济结构、积极策动循环经济声中,特别要兼顾三大发展目标和措施,力争全局最优,切忌因循“一刀切”的简单办法,或者一哄而起,冀望一蹴而就。也许高掌远地推行因地、因时、因人、因事制宜的科学的系统工程方法才是应权通变之道。 llth Five-Year Plan in economical development, clean development and safe development is a whole objective system, which should be optimized synthetically.
