摘 要: 从分析高校人才引进的背景出发,探讨了高校人才引进的重要意义,考察了我国高校人才引进的现状及其存在的问题,进而提出了高校人才引进的制度设计内容:第一,在人才引进原则上应着力于学科发展和师资队伍建设、坚持突出重点与统筹兼顾相结合,必须相对稳定且专兼结合;第二,在人才引进路线方针上要将人员引进与智力引进相结合、注重人才的双向交流,要积极吸纳国际人才,人才引进与人才培养相结合,构建人才引进的组织管理体制;第三,在人才引进运行机制上要重点把握流动机制、激励机制、保障机制和量化考评机制。 Talents Introduction is an important work for colleges and universities to build up the strategic talent project. This article analyzes the background of talents introduction, discusses its meaning, reviews the problems, and puts forward the content of institution design : ( 1 ) In the aspect of talent introduction principle, it should put efforts on subject and teacher' s qualification establishment, insist on making overall plans and taking all factors into consideration, and emphasize key points and stability; (2) In the aspect of talent introduction guideline, it should combine the personnel introduction with intellect introduction, pay attention to bilateral communication, absorb international talents, and construct the management system for talent cultivating and organizing; (3) In the aspect of talent introduction mechanism, it should mainly hold flow-mechanism, incentive-mechanism, insurance-mechanism and quantifiable assessment-mechanism.
