摘 要: 职业能力开发是人力资本形成的重要途径,必须遵循经济活动的基本规律。人力资本形成的不确定性,使得个体职业能力开发的选择具有重复博弈特征,开发机构只有提供长期、稳定的高质量教育服务,才能赢得消费者信赖;人力资本的专用性和通用性,决定了企业的用工方式和参与职业能力开发的态度,开发机构只有据此设计培养目标和课程体系,才能实现出口畅通;人力资本供求的复杂性,使得计划型人力资本形成体制根本无法满足其需要,必须借助市场机制才能有效调节其运行。 The development of vocational ability is an important way of the forming of the manpower capital and it must follow the basic law of the economic activities. The selection of w)cational ability formation has the characteristic of reduplicate game because of the uncertainty of the manpower capital forming. The developing institutions have to offer long-term, steady and high quality educational service to purchase the entrust from the consumer. The manpower capital's specificity and versatility determine the enterprise's way of how to use labor and the attitude of participating in development of vocational ability. The developing institutions have to design training aim and course system according to this in order to keep the exit expedite; The complicacy of the supply and demand of manpower capital cause that the scheming manpower capital forming system can not meet its needs and it must take the help of the market mechanism to accommodate the running efficiently.
