摘　　要： 法治政府的建构是一个庞大的系统工程,它应从立法、执行和监督系统全面推进。要建立民主科学、立法为民的行政立法体系,重新确定行政立法的主体,限制政府权力,突出公共服务观念,建立民主立法机制,构建法治政府的指标体系。要建设高素质行政管理队伍,规范行政管理行为,健全以人为本的公开决策机制,创设长效的行政执法方式机制,注重行政行为的程序合法性。要加强监督制度建设,实现从权力政府到责任政府的转变,完善行政监督机制,构建全方位的监督体系。 The administrative aim according to the law is to found a nomocracy government,build the aim of nomocracy government is a enormous systems engineering,it must be pushed fully from lawmaking,administering and intendance system. Must be builded a democratic and scientific administration legislation system for the people, must be confirmed newly the main body of administration legislation,limited the power of government,given prominence to the service ideas,builded the democratic lawmaking mechanism, constructed the guide line system of nomocracy government.must be builded a higher diathesis procession of administration manage, ruled the behavior of administration manage,sanity the publicity decision-making mechanism on people oriented,founded the long and effect mechanism of administration executing the law,paled attention to the validity on the procedure of administration behavior. Must be potentiated the construction of intendance system,realized the change from power government to responsibility government, perfected the mechanism of administration intendance ,constructed a whole azimuth intendance system.
