摘　　要： 依据对国内外建设项目前期决策和设计阶段的比较研究,本文提出了适用于建设项目前期决策和设计阶段的全寿命周期决策理论的基本框架,并针对我国建设项目前期决策和设计阶段管理的现行制度中存在的不足和问题,提出了改进建议和具体措施。 This paper proposes a basic framework of life cycle decision making theory for the inception and design stages of construction projects based on a comparative study of the status quo of relevant stages in construction project management in the country and abroad. Proposals and specific measures for improving China＇s current construetion policies are given in the paper in view of the existing problems in construction project inception and design stages in China.
