摘 要: Action is a traditional basic dimension of politics. As a capacity of free action, on one hand, political action can only be exercised after the establishment of institutional norms, but it can’t help in the process of their establishment. On the other hand, this capacity of free action may breach the constraint of any institutional norms, and therefore has its potential demolishment. It is the problem that all kinds of theories about norms have not solved that how the human being can freely establish institutional norms through political action, and so form a stable institutional structure based on and including political action. This paper tries to indicates that Rawls’ method of political constructivism is an illuminating approach for the resolution of this problem. Action is a traditional basic dimension of politics.
