摘 要: 制度是一种稀缺性资源,制度安排规定了人的选择的维度,提供了具有经济价值的激励或限制。高等学校运行缺乏效率的根本原因在于缺乏正式、完善的制度设计。高校人事制度改革的突破口是实施聘任制度,关键和着眼点是改革人事分配制度。 Being a kind of rare resource, system fixes people's choice scope, and provides valuable incentive or restriction. Lacking formal and complete system design is the key reason why higher institutions are inefficient. The breakthrough of the reform of personnel system lie in the implementation of appointment system and the key is the reform of the income assignment system.
