摘 要: 我国新的适应现代公务员制度的公务员选拔任用机制还没有完全建立起来,选拔任用机制还存在以下问题:考评目的和手段脱节,业务精专作为选拔任用的重要指标,反馈渠道不畅、监督乏力,前馈控制缺乏,程序运行缺乏规范性。因此,通过构建多样化的测评方式,建立储备力量图,加强前馈控制的制度化建设,引入公开竞争选拔任用机制,实行宽带薪酬制度等途径,对于完善我国公务员的选拔任用机制有重要意义。 Adapting to modem system of public servant choosing and appointing mechanism is not built completely , concreting public servants choosing and appointing mechanism has following problem : Test and assess purpose and means being out of joint, business is the index choosing importance appointing accurate specifically, the feedback channel smooth , superintends lack in strength , front making a present of being short of under control , procedure working is short of a norm. Therefore, establishing reservation strength picture by structuring measure diversifying, that sharpens front making a present of the systematic control, leading into open competition choosing and appointing mechanism, eanying out broadband salary payment systematic mechanism , choosing beneficial to perfect our country government functionary appointing mechanism.
