摘　　要： 在农民工大流动的今天,农民工流入地政府应主动与流出地政府合作,建立协作机制,以有效解决农民工焦点难题。即应开展对农民工即时培训、有效疏导其流进流出、建立其应急救助制度、逐步完善其社会保障制度并保证其子女就学、推行其户口的一元化管理等。 It is necessary of the local government in areas where rural migrant workers flow in to cooperate initiatively with the local government of flow-out areas, so as to solve the central issues of those workers efficiently by building up cooperative mechanism with the high inflow and outflow of rural migrant workers in current sitution. The solutions of central issues include ： instantly training of the rural migrant workers, effectively guiding the flow-in and flow-out of them, building emergency helping mechanism for them, improving the social security system for them step by step and safeguarding the school education rights of their children, operating a unified management of their registered permanent residence, and so on.
