摘　　要： 20世纪90年代以来,面对新的国际形势,主流国际关系理论明显存在着解释盲区,这促使非主流国际关系理论再度引起学者的关注。在国内文化与国际政治相互关系的学术讨论中,特定意义下的“政治文化”逐渐成为人们关注的重点,成为人们分析理解国际关系问题的新视野或新方法。 Confronted by new international situation since 1990s, we find out that there are weaknesses in the mainstream theories of international relations. In the technicality discussion of the interrelation between internal culture and international Politics, Political Culture specifically defined has gradually become a pivotal topic for the scholars and a new perspective and methodology in the analysis and understanding of international relations.
