摘　　要： 从世界主要国家政府科技计划绩效评价的发展历程来看,各国政府科技计划绩效评价向制度化的趋势发展,即建立一套适合本国科技与经济发展的科技计划决策、实施、管理、评价的方法。政府科技计划绩效评价的模式有多种,评价的指标体系涉及经济、效益、效率、资源等方面。政府科技计划绩效评价的方法主要有定性和定量方法、处于定性与定量之间的半定性(量)方法。 The development process of the performance evaluation of government science and technology program in the major countries of the world shows a tendency of systemization, i. e. , the decision making, implementation, management and evaluation of S ＆ T program are set up to suit the scientific and economic development of a country. Performance evaluation for government S ＆ T program has different models and its index system is concerned with aspects such as economy, benefits, efficiency, resources and so on. The evaluation can be made qualitatively, quantitatively and semi-qualitatively or semi-quantitatively.
