摘　　要： 21世纪我国城市地区的森林公园在用地构成、资源特征、功能重心等方面都发生了重大改变,其总体规划工作框架也应做相应调整。以东莞市银瓶嘴森林公园总体规划为例,为妥善处理城市地区森林公园用地构成复杂、功能和利益主体多元化等现实问题,森林公园总体规划的编制程序应以协调利益相关者的关系为核心,主要包括9个相互影响的步骤,且各个环节存在主次不同的反馈和循环;规划内容以资源保护为支撑,重点解决森林公园的合理勘界、总体布局、旅游开发和景区建设等主要问题。 The meaning of Forest Park located in urban area has been changed greatly on land composition, resource character and function focal point in 21 century. The paper has summarized the planning program and the main contents on Forest Park Comprehensive Planning with the example of Yinpingzui Forest Park in Dongguan. To settle appropriately those things such as complex land composition and diverse functions and needs in Urban Forest Park, the Comprehensive Planning framework must take coordinating the stakeholders as its core, including 9 steps which are influenced on each other. The primary and secondary feedback and circle exist in the 9 steps. Supported by resource protection, the Comprehensive Planning takes attention to those works such as Forest park＇s scope delimitation, overall layout, tourism development and scenic area construction.
