摘　　要： 构建高校和谐校园是构建社会主义和谐社会的重要组成部分,也是高校快速协调、健康发展的必然要求。高校校园应是一个稳定、各尽所能、充满活力、互相尊重、平等互利、团结友爱的和谐校园。法律程序制度具有的规范性、交涉性、协调性、处罚性等功能是构建和谐校园的必然选择,因而也是保证和谐校园实现的有效途径。 Establishment of harmonious campus proved paramount constitution in constructing socialist harmonious society and the inevitable requisition of coordinating and sound development. College campus should be a harmonious environ with steady, competitive, equality and mutual favorability. Normative, negotiation, coordination, and penalization that the law programming system requires is the inevitable option for harmonious campus construction, whereas, the effective channel guarantee realization of harmonious campus.
