Since its founding in 2001, Shanghai Cooperation Organization (SCO) has developed from a loose and temporary alliance which mainly focuses on border issues to a stable international organization which covers regional security, economic cooperation, energy and transportation construction. From the perspective of the alliance theory in international relation study field, this article traces the developmental path of SCO in this decade which can be defined as a process "from strategic alliance to ongoing ideology-based organization". In addition, the article summarizes four major dynamics to stimulate SCO's evolution and analyzes its possible effects on regional and global security pattern in the future.
