摘　　要： 界定了最佳人居环境的概念,并从宏观、中观和微观层面探讨了最佳人居环境的内涵.优越的自然地理条件、快速增长的经济实力、不断提高的社会文明程度、逐步完善的环保法规体系和良好的环境保护工作局面,为宁波市创建最佳人居环境城市奠定了坚实基础,但制约瓶颈也比较突出.通过创建最佳人居环境城市,精心塑造城市个性,提升城市管理水平,优化城市结构,完善城市功能,全面提高城市发展水平,将进一步增强宁波综合实力和国际竞争力. The excellent nature environment, high-speed economic growth, highly developed civilization, increasingly perfect law system, and well environmental protection established base for the best human settlement city. But the city of saving water still not is set up, collecting sewage treatment ratio, using ratio of treated foul water, surface water environment and garbage cycle using has been under the national standard. The general strength and competitive power of Ningbo will boost up greatly at home and abroad by way of establishing the best human settlement city.
