摘　　要： 政策调整是陈云政策思想的一大特色。陈云认为,政策调整的原因与类型可分为实践发展引起的调整、政策弊端暴露引起的调整、认识水平提高引起的调整三种。政策调整有利于纠正政策的失误和偏差,有利于政策的完善和发展,也有利于政策的贯彻执行。政策调整的步骤和途径有三:一是客观全面地弄清实情,这是政策调整成功的前提条件;二是制定正确的调整方案,这是政策调整成功的决定因素;三是采取合适的方法措施,这是政策调整成功的重要保障。 CHEN Yun＇s thoughts are characterized by his theory on policy adjustments. According to CHEN Yun, the causes and types of policy adjustments are as follows： （a） adjustments caused by the development of practice; （b） adjustments caused by emergence of defects in the policy; （c） adjustments as a result of epistemic improvement. Policy adjustments are positive in （a） rectifying the errors in policy, （b） developing and improving the policy and in（c） implementing the policy. The steps of policy adjustments include： （a） achieving an objective view of the reality,which is the pre-requisite of successful policy adjustments; （b） making a correct scheme which is the determinant of successful policy adjustments ; and （c） adopting appropriate methods which are an important guarantee for successful policy adjustments.
