摘　　要： 民主的实质是人民主体性的实现,但人民的主体性是由无数个人主体性构成的;个人主体性的确立又是以自由为前提的。约翰.密尔在《论自由》一书中,以个人是自己的最高主权者立论,论证了个人自由的必要性及其与国家利益、社会进步的关系,为他的代议制民主理论奠定了坚实的基础。 The essence of democracy is the realization of people＇ s entity, but the people＇ s entity is formed by countless personal entity. The establishment of personal entity is taking freedom as prerequisite. In the book of on Freedom, John Mill has proved the necessity of individual freedom and the relation with national benefit, social progress, and has settled solid foundation for his representative democratic theory.
