摘　　要： 随着我国经济转型,地方政府走过了致力于经营企业、经营城市两个阶段的“创新”行为演变。文章在建立地方政府经营城市模型,并对模型进行分析的基础上,提出地方政府有可能致力于经营管制,即地方政府放大、用足、用活管制权利,为自己谋取经济利益。应加快市场化改革步伐抑制这种趋势的出现。 With the transition of the economy of our country, local governments have gone through two periods of creative behavior evolution： the operating-enterprise period and the operating-city period. Based on the establishment and the analysis of the model of the local governments＂ operation on cities, the paper points out the possibility of the local governments＂ transition to operation governance, that is, the local government may abuse its management rights in order to procure its own economic interests. The pace of the reform of marketing should be quickened in a bid to curb this tendency.
