摘　　要： 改造工程项目越来越多的出现在建筑工程中,由于缺乏有效的管理办法,改造工程项目往往出现造价失控和经济纠纷现象.针对这一普遍现象,通过对改造工程的研究分析,归纳出造价失控的原因.运用近年来工程造价管理改革的理论和思路,提出了在设计阶段熟悉改造对象,完善设计文件;组织投标单位现场勘察,完善招标文件;在招标文件和合同中明确定价管理办法;施工阶段签证内容翔实,按合同规定及时商榷;竣工决算时减少和避免“暗箱操作”可能等控制措施.最后提出通过全过程造价控制,针对改造工程展开细致而全面的工作可达到良好的造价控制效果. As more and more reconstruction projects arise in the construction field,there is a lack of effecte cost management, and the reconstruction projects tend to cause fabrication cost to set out of control. Based on the new theory and new train of thought in cost management, this paper has come up with measures of cost control in reconstruction project：i, e. sething familiar with the projecr, perfecting the descgn,organining the bid units to carry out on-spor investigation, perfecting bid document,and defining the contral of price in the bid document and confract. Still other measures may include：accurately clarifying the requirement on the content of the visa,promptly meeting to probe into any problems that may arise, and avoiding＂wire-pulling＂ in the final accounk. With these measures taken,the fabrication cost will be brought under control.
