摘　　要： 20世纪90年代以来,煤炭城市发展出现了经济衰退、竞争力下降等一系列问题,如何实现煤炭城市的产业转型是社会关注的热点。文章分析了煤炭城市产业转型中的集群效应,认为立足于传统产业优势,发展煤炭产业集群是煤炭城市实现依托式产业转型的有效途径。在此基础上,探讨了淮南市煤炭产业群发展现状及特征,提出了煤炭产业群的发展思路。 Since 1990s, there have been some problems with coal cities, such as the decline in economy and competitiveness. How to achieve the industrial transition of coal-dependent cities is a hot issue which society focuses on. The paper analyzes the cluster-effect of the industrial transition in coal-dependent cities, and it also points out that for coal-dependent cities, developing the coal industrial clusters by the advantage of conventional industries is an effective way to achieve the industrial transition. Besides, it analyzes the present situation of the development and the characteristics of the coal industrial cluster in Huainan. Based on the previous analysis, the paper puts forward some measures for the development of coal industrial clusters.
