摘　　要： 在国外援助和国内自主创新的基础上,在一定的条件和动因的驱动下,印度开发出了第三世界最为称羡的弹道导弹计划。在较长一段时期内,出于自身的战略利益考虑,印度采取与国际防扩散机制相对抗的政策,但在国内外环境发生变化的情况下,印度的导弹防扩散政策也逐渐发生了转变。 In the foundation of foreign aid and the domestic independent innovation, under the drive of certain condition and impetus, India has developed the ballistic missile plan which gains great admiration from the third world. During this long time, owing to considering its own strategic benefits, India has adopted a policy which resists international nonproliferation mechanism, but along with the domestic and foreign environment changing, India's missile nonproliferation policy begins to transform gradually
