摘　　要： 英国城市开发规划管理采用行政自由裁量模式,通过建立健全行政许可权力的监督约束机制较好地解决了由于行政许可权力滥用和信息不对称等而导致“管理失控”的问题。首先介绍了英国城市开发规划管理模式的行政自由裁量特点,最后从立法、行政、司法和社会四个方面概括总结了英国城市开发规划管理模式的监督制约机制。 Administrative approval pattern has been adapted to regulate urban development in British, the sound supervision and restriction mechanism has been established to resolve the problem of ＂management control＂, which often caused by the abused powers of administrative approval authority and information asymmetry. First, the urban planning system and its new changes in British has been outlined, then the features of administrative approval pattern being adapted to regulate urban development in British has been analyzed, including the definition and classification of urban development, the urban land development control model in different areas and the basis to restrict the planning approval. Finally, from the Supervision and Restriction Mechanism of the Control Pattern of Development has been summarized from legislative, administrative, judicial and social aspects.
