摘　　要： 在古村落保护和旅游中,由于国家级和省级的农村建房、村落保护和土地使用政策存在一些争论条例和“模糊地带”,这些政策在执行过程中产生的矛盾都集中于市县级政府。市县级政府面对各种矛盾的调解与利益的得失,结合当地实际和自身利益,施行不同的市县级政策和管理,这对指导村民和开发商如何修建和保护房屋起到了关键作用,并最终影响到村落形象和村落旅游。 Since there exist some arguable regulations about rural construction, village conservation and land use in policy at national and provincial level, all the contradictions in implementation needed to be reconciled are left to the government at city and county level. In light of local practice and interest for itself, the policy and administration of local government will play a key role in guiding villagers and developers to realize house construction and conservation, and finally influences village image and tour.
