摘　　要： 公共管理学虽然有其基本原理,但无论从公共管理学的产生发展过程看还是从公共管理学所要求达到的目的来说,其实都可以看作是一门研究政府改革的学科。我国当前正在深入开展政府改革,这是公共管理学在我国“崛起”的现实基础。但是,我国现在的公共管理学的教学和研究的内容,还是以介绍和评论国外研究成果和现状为主,并不适应我国政府改革的要求。因此,我们必须将本土化确定为公共管理学研究的路径取向。只有本土化的公共管理学,才能成为我国政府改革的理论前导。在本土化研究的过程中,我们也一定能对公共管理学的丰富和发展作出应有的贡献。 Although the science of public management has its basic principles, in fact, it can be regard as a discipline of researching government reform from the viewpoint of both its forming, development process and the study purpose. At present, our country is going deep into government reform, as is realistic founda- tion that the science of public management is rising. But for now, the contents of its teaching and research remain around the introduction and commentary of overseas research fruit and condition, so cant meet the request of our government reform. Therefore, we take ＂localization＂ as the direction of our country＇s public management research route. Only in the way of ＂localization＂ can the science of public management be- come the theories＇ pioneer of our government reform, and meanwhile in the process of localization study, we have certain ability to make contributions for the development and abundance of public management.
