摘　　要： 运用博弈模型,对新农村建设中建设资金政府拨款的效率问题、贫困村向政府争取建设资金过程中策略的一致性问题和建设资金筹集及支出过程中的经济人寻租等问题予以分析,认为应在保证政府财政拨款一定数额的基础上,鼓励多渠道筹集新农村建设资金。同时,要进行制度创新,实现资金拨款的公开、公平、公正。应采取措施对政府拨款和资金筹集、支出过程进行监督。贫困地区新农村建设应因地制宜,既要高标准、严要求,又要根据当地实际,确保新农村建设资金的有效利用。 By using the model of game , The paper analysis the efficiency problem of government in construction to the new countryside , the consistency tacical problem in process of poor villages fight for construction the funds toward government , and the economic person seek to rent within process of raising and expending funds. Thinking should on the basic of guaranteeing the government public finance appropriation encourage to raise the funds of new countryside con- struetion from many outlet. At the same time, to carry on the system innovation, carry out the funds appropriation publicity, equity, impartiality. Should take the measure to supervise the process of the government appropriation fouds ,funds in raiseing and expending. New countryside construction in depress area should be adjust measures to local conditions, since be high standard, strict request, and then should be according to the region practicality, insure the funds valid exploitation.
