摘　　要： 民办教育具有公益性与营利性双重属性,二者是此消彼长的博弈关系,能否正确处理两者之间的关系决定着民办教育的前途和命运。从市场的有限介入、加强法制等方面对二者的关系进行调整,使二者之间保持合理的张力,形成合作博弈的局面,促进民办教育的健康发展。 Non - governmental education is characterized by two gaming attributes of commonweal and productiveness. How to deal with the relationship between them correctly is a life - and - death problem for non - governmental education. By introducing limited market - oriented economy mechanisms and enhancing law systems, the relationship between the two attributes is adjusted in order to keep a reasonable tensility between them. Only when the two attributes play games fairly could the non -governmental education develop scientifically.
