摘　　要： 本文通过对现今城市规划与土地利用规划矛盾的分析，提出了协调两者关系的思路，认为两者间的矛盾和问题是客观存在的，两者的协调不能强求数量指标上的一致，而应在地区发展战略的界定下，达到两者间城镇空间布局形态和环境容量规模的相互一致，并据此对三亚市城市规划与土地利用规划的协调进行了分析。 ith the economic development, the land for non-agricultural use is expanding rapidly. As a result, the cultivated land decreases sharply. There exists contradiction between the urban planning and landuse planning. The reasons are: 1) urban planning and landuse planning are produced and implemented by different departments of the government ; 2) urban population scale is undefined ; 3) many urban development plans are impractical. It is difficult to acquire identity of the quantitative forgets of urban planning and landuse planning. Some ideas to coordinate the two sides are given in this paper: 1) the unification of the strategy of reStonal social-economic deyelopment ; 2) the coordination in distribution of citiy and town system; 3) the consideration of the environmental capacity. As an example, the coordination between the urban planning and landuse planning in Sanys, Hainan Province, is analysed.
