摘　　要： 普通高等学校评估促使高校图书馆在基础设施建设、服务工作和管理等方面有了很大的改善,但也带来了一定的负面影响。在文献资源建设方面主要是为了“迭标”所造成的文献冗余;为了“达标”而置读者的利益于不顾,对高校图书馆未来健康发展不利。造成这种状况的原因在于评估指标本身和高校图书馆评估理念的偏差。解决的办法是增加与“藏书量”指标相配套的软指标,并将电子版文献纳入藏书量的统计。 Evaluation of higher education institutions benefits libraries a lot in respect of fundamental construction, service and management, but on the other hand it also brings certain negative disadvantages. Regarding the library collection construction, its negative consequence is the redundant and spare literatures which are caused in order to ＂achieve evaluation criteria＂. The way of ＂achieving evaluation criteria＂ and ignoring readers＇ benefit undermines libraries＇ future development. The main cause of this situation lies in the deviation between evaluation goals and higher education institutions＇ evaluation ethos. The best way to solve the problem is to increase the flexible norms which match the quota of ＂Collection Amount of Books＂ and include electronic literatures into the statistics of ＂Collection Amount of Books＂.
