摘　　要： “十一五”时期既是我国社会经济发展的“黄金时期”,也是各种矛盾的“凸显时期”。未来五年,我国社会经济发展将面临资源和环境压力加剧、体制性与机制性缺陷的障碍、区域发展差距拉大、农民增收难、外部环境不确定不稳定因素增加等诸多的困难和挑战。站在新的历史起跑线上,面对各种困难和挑战,应积极采取推进经济增长方式转变、加快政府职能转换、走新型工业化道路、完善区域协调发展机制、积极稳妥推进城市化、合理调整收入分配关系、努力构建和谐社会等各种应对措施。 The＂11^th-five-Year＂period is not only the ＂gold period＂ of China socialist economic development, but the ＂protruding period＂ of various contradictions. We are faced with many difficulties and changes in the future five years, including the pressing aggravation of resources and environment, the barriers of system and organization drawbacks, the big gap of regional development, the difficulties of improving peasants＇ income, the uncertain and unsteady factors of the outer environment and so on. Standing at the new history starting line and faced with so many difficulties and challenges, we must take a series of corresponding measures to promote the changes of economic increase way, accelerate the transform of government function, take the industrial road, perfect the development organization of regional coordination, promote cities＇ development actively and steadily, adjust the income distribution equitably and work hard to build the harmonious society.
