摘　　要： 分析了市场经济条件下深圳市城市规划发展面临的诸多问题,包括市场开放性滞后、规划监督缺位、资源紧束和规划维权事件等。提出了深圳在应对上述问题近年来展开的一系列制度和标准的创新和改革探索,包括应对市场国际开放性的法制化建设、应对城市规划全覆盖的精细化城市管理对策、应对紧束条件下的城市规划标准思考、应对地方政府过分干预城市规划以及城市规划监督管理缺位的对策和应对侵犯城市规划权威性的城市规划实施机制的思考等。 This paper analyzes the problems that the urban planning and development is faced with under the market economy in Shenzhen including lagged openness of market, absence of supervision on planning, resources deficiency and right defending and so on. It introduces the exploration on the innovation of systems and standards initiated by Shenzhen government responding to those problems, which are putting the open market operation on a legal basis, setting up an elaborate planning administration responding to the covering-all master plan, atternative ideas over planning standards on the condition of limited resources supply, countermeasures of the over-intervention of local government on planning and the absence of supervision upon planning administration, and ideas of planning implementation system against the actions impinging the authoritativeness of planning.
