摘　　要： 我国自实行政府采购制度以来,并没有取得预期效果。政府采购成本过高,既有操作层面的原因,也有制度方面的原因。降低政府采购成本的思路是:加强队伍建设以提高采购人员素质、实行审计监督以增强监督有效性、培育和发展采购代理机构以实现“管采”彻底分离、建立评估机制以有效考核政府采购业绩。 After carrying out the Government Procurement System, We didn＇ t achieve the expected effects. The cost of procurement is higher than market price. It is caused by operation as well as system. The countermeasures of reducing the cost of government procurement are the following： strengthening the group construction of purchasing agent in order to improve their qualities, implementing audit supervision so as to enhance its validity, cultivating the agencies to part management from procurement completely, building the mechanism of performance evaluation to examine their achievement effectively.
