摘　　要： 1930年代,新桂系在广西大力加强乡村基层建设,推行地方自治,在村街设立了村街民大会。虽然新桂系一再努力,制定了各种规则,但村街民大会的实际效果并不理想,也无法真正成为一个民意机构。不过,通过村街民大会,新桂系政权得以进一步向乡村基层社会扩张,巩固了其统治基础。 In the 1930s, new Kangsi Clique, in order to further strengthen the basic level construction and to pursue local autonomy, set up the villagers＇s assembly in rural areas. The villager＇s congress was not very effective, nor could it become an organization truly representing the people＇s will. However, it exerted profound impact on the mobilization of people. Through the villagers＇s assembly, the authority and the power of new Kangsi Clique were strengthened in rural areas, and its ruling foundation was consolidated.
