摘　　要： 收入分配体现着人民的根本利益,对推动经济发展和社会进步至关重要。经济转型时期居民收入发生了剧烈变动,收入倾斜政策在破除平均主义的同时,也引发了贫富悬殊、两极分化的现象。允许收入差距存在,又要缩小贫富悬殊,是摆在我们面前的重要历史课题。实现共同富裕是我们的伟大目标,为此,必须加强政府的政策导向和调控力度,使分配制度改革进入一个新的阶段。 Income and distribution, embodying the basic interests of the people, is of paramount importance to the economic development and the social advancement. In the period of economic transition, the income of inhabitants has greatly changed so much that a great gap and polarization appear between the rich and the poor, while the policy of preferential income treatment breaks down the equalitarianism. It is an important historical mission to retain income difference and decrease the above-mentioned gap. As the realization of common wealth is our great target, it is essential to effect the policy orientation and the strength of adjustment and control by the government so as to push the reform of the income and distribution system to a new stage.
