摘　　要： 非义务教育金字塔的底部培养的是技能型人才,他们对国家经济发展具有重要影响。国民经济要持续发展就必须夯实非义务教育金字塔的底部,培养众多高素质、能满足国家经济建设需要的技能型人才。这不仅是政府的责任,而且需要全社会的重视。 Raised on the pyramid base of non - compulsory education are skilled talents, who are key to the economic development of a nation. The pyramid base must be tamped to ensure the sustainable development of national economy and raise more skilled talents to satisfy the need of national economic construction. Which is not only the government＇s responsibility, but calls for the attention of the whole society.
