摘　　要： 为预防打击犯罪,各国均将盘查作为一项常规的重要职权赋予警察。然而在权力属性、运作机理、程序规则上,各国对警察盘查态度不一,进而在盘查之发动、是否使用强制力、可采取何种后续行为方面各国做法不一。通过比较美、德、日三国盘查法制,并结合我国警察盘查措施,有助于我国理论界和实务界加深对这一重要警察职权的认识。 To control crime, the police have an important authority ——powers to stop and question in many countries, But there are differences in many aspects such as the characteristics of powers, the theory of operation and procedure roles. People have different opinions about the powers to stop and question in each country. Therefore whether the continuative act should be carried on have not been agreed on . It helps us undertanding this power by the study of comparative law.
