摘　　要： 2003年2月17日起,伦敦市采取对进入市中心的车辆收取5镑进入费的做法来缓解交通堵塞。对这一政策的运行方式、政策效果及反对意见进行了评价,并从福利经济学的角度作出了解释。 Since 17 February 2003, London made an ambitious experiment to settle transportation congestion - - ￡ 5 congestion charge when drivers intend to enter the restricted area. This paper focuses on preliminary result of this policy and gives an explanation according to welfare economics. It shows that, comparing to random ration by administration, price mechanism is able to reveal private information of drivers and ration the scarce public goods to those who give the highest evaluation. As a consequence, the congestion charge can achieve Pareto improvement and economic efficiency.
