摘　　要： 研究了形成中小企业产业集群的经济、社会、政策条件,认为自我强化机制和外部促进条件是形成集群的经济因素,社会物质条件和社会非物质条件是形成集群的社会条件,政治需要和经济需要是形成集群的政策条件,探讨了各种因素对于形成集群的机理,并提出了一个形成产业集群的综合模型。 This paper analyzes the economic, social and political conditions for forming SMEs clusters. We think that self-enhanced mechanism and external simulative are the economic conditions, physical social factors and non-physical factors are the social conditions, and political and economic needs are the political conditions. We discuss the internal mechanism on the formation of industrial clusters for every kind of conditions. At last, a comprehensive formation model of industrial clusters is put forward.
