摘　　要： 从经济学角度分析环境问题产生的原因以及促使环境外部不经济性内部化的两种方案,分析市场与政府在各自解决环境问题上的困境,引入“效用比较”方法实现私权利与公权力在环保政策取向方面的协调和平衡。 This paper have analyzed the reason of environmental problem as well as the two schemes that make environmental outside not economy inside from economy angle, then analysis the difficult that market or government is solving on envirorumental problem, leading into the method ＂balancing of utility＂ eventually to realize coordination and balance of theprivate fight and public power in the aspect of the policy orientation of environmental protection .
