摘　　要： 以科学发展观为指导,分析了世界城市化发展过程中的环境代价和当前科学发展观的缺失,以及中国当代城市建设中日趋严重的环境损害现象.并在研究分析这些现象的基础上,指出在新时期下,必须树立科学的发展观,努力实现城市建设与自然环境的平衡.同时,也提出了重构城镇化发展、城市建设与自然环境的平衡关系的一些措施与途径. Taking the scientific development as the guideline, the environment payment in the course of world urbanism and the environment damaged phenomenon in Chinese urban construction are analyzed. Moreover the method and way are presented for reconstructing the balanced relationship between urban and town development, as well as the urban construction and the natural environment.
