摘　　要： 在我国现行出版体制下,出版集团具有边界刚性,分为外部刚性和内部刚性。承认我国出版集团所具有的企业外部刚性较大并且在短期内难以有突破性改变这一前提,出版集团仍然拥有相当的行动空间来发展成为具有市场竞争力和影响力的企业主体。通过集团化将出版社的外部交易费用内部化为集团的组织成本,而这个增加的组织成本必须低于其外部交易费用总和的减少量——这是现阶段出版集团立足现状求得发展的一个主要途径。 Under the present publishing system of P. R. China, publishing enterprise groups （PEGs） are restricted by boundary inflexibility, which can be catalogued as ＂outer-inflexibility＂ and ＂intra-inflexibllity.＂ The outer-inflexibility of PEGs is rigid and not envisioned with a breakthrough in the near future. However, PEGs still have enough space to promote themselves to competitive and influential commercial corporations. PEGs can alleviate their operation cost by acquiring and integrating publishers. Via such procedure, the external transaction cost between publishers is transferred into the internal organization cost within PEGs, which should be lower than the amount of the external transaction cost. This procedure of cost control is an applicable solution for today＇s PEGs, based on their present status.
